In this panel, Dr. Zeinab Nasiri, Director General of the Tehran Municipality Health Department, and Dr. Younes Nourbakhsh, Head of the UNESCO Chair in Social Health, and professors and doctoral students gave speeches in this field.
Ms. Nasiri gave a speech entitled Universal Access to Information in the Field of Health and Social Health about the challenges of people with special needs in accessing physical and information environments and examining existing platforms.
She stated: All people, regardless of physical, mental, gender, social and cultural differences, should have equal opportunities to access information, facilities and receive services. She added: On the one hand, it is essential that urban spaces have democratic features and are accessible to all population groups and provide a safe and secure environment for the active and effective participation of their citizens.
The social worker continued: On the other hand, the right to know, free and universal access to information and empowerment of individuals are emphasized.
Nasiri emphasized: "Regardless of some information restrictions imposed by governments at different levels on the public dissemination of data and information, which require attention to specific legal, diplomatic, and policy-making frameworks, it seems that paying attention to the issues of people with special needs in the accessibility of cities is an important issue that is being neglected." The Director General of Health of the Tehran Municipality added: "This is while legal requirements such as the Convention on the Rights of Persons with Disabilities, the Convention on the Rights of the Child, the Comprehensive Law on the Protection of Persons with Disabilities, the Accessibility Guidelines, the editorial tools foreseen in the Basic Principles of Accessibility, the standards approved by the National Accessibility Headquarters, and in a metropolis like Tehran, approvals such as the Child-Friendly City, the Elderly-Friendly City, and the Adaptation of Urban Spaces support and support the improvement of physical and information environments with an emphasis on children, people with disabilities, and the elderly."

Dr. Nourbakhsh also discussed in his speech the areas and barriers to universal access to health information in relation to social health.

He pointed out and emphasized the social determinants of health, emphasizing capacity-based approaches, and the existing capacities for individuals to access health information.
He also considered the infrastructure for creating universal development to be a valid mediator of social factors and pointed out that
Social factors play a direct role in health poverty and important determinants of social health include access to health information, participation in health promotion and disease prevention activities, safe housing, healthy nutrition, an easy experience environment, freedom from violence, adequate social support, social capital, and access to health insurance, which differ based on different social environments.
He further pointed out capacity-based approaches and said:
Capacity-based approaches in social health, with a community-based and sociological perspective, can identify cultural and social problems and issues for each region and provide local solutions for them. In addition, by identifying the facilities and capacities, the richer and poorer regions in terms of health information are identified. The issue of health information must be accompanied by legal and trust-building. In addition, training for interventionists also contributes to these solutions. Programs and projects that are being implemented in the community in line with e-health should be based on the organized culture of the regions and the use of awareness-raising and the expansion of health-oriented education.
